About UPSC Civil Services Exam

Civil Services Exam is the exam which is conducted by the Union Public Service Commission to recruit candidates for various Civil Services of the Government of India. The posts can be Indian Administrative Service (IAS), Indian Foreign Service (IFS), and Indian Police Service (IPS), etc.

These exams are also known as UPSC. The Civil Services Exam is conducted in three papers. The preliminary examination consists of two objective-type papers, i.e., General Studies Paper I and General Studies Paper II. This test is known as Civil Service Aptitude Test or CSAT. The main Civil Services Exam consists of nine papers of conventional (essay) type. In this paper where two papers are qualifying and only mark of seven are counted. After this, personality test (interview) is taken.

The Union Public Service Commission organizes the Civil Services Exam to recruit candidates on various posts. The posts are IAS, IPS, IFS, IRS, IDAS, and CAPF-AC. It is responsible for appointments and examinations for All India services and group A & group B of Central services. The Department of Personnel and Training is the central personnel agency in India.

IAS Exam

IAS exam is a Civil Services Exam. This Civil Services Exam is most popular exam in India which is conducted by the Union Public Service Commission (UPSC). UPSC recruits the candidates on certain posts such as Indian Administrative Services (IAS), Indian Police Services (IPS) and Central Civil Services including the Indian Foreign Services.

IAS Exam Eligibility Criteria

Educational Qualification

The aspirants must hold a graduation degree in any stream from any recognized university which is established under the act passed by the Parliament of India or State legislature. 

The candidates who are in the final year of the graduation and whose results are awaiting are also eligible to apply for IAS preliminary exam. Such aspirants have to submit their proof of passing the exam at the time of applying for the Main exam.

Important Note: The candidates who have done MBBS or any other medical exam but have not completed their internship will be provisionally admitted to the exam at the time of submission of the Civil Services Main Exam applications.

However, the provisional admission will be given only if the candidates submit their copy of the certificate from the concerned authority of the university or institution that they had cleared the requisite final professional medical exam. This can be done at the time of filling the application form on the official website of UPSC.

Nationality

For the exam of Indian Administrative Service (IAS) and Indian Police Service (IPS), the aspirant must be an India citizen. For all other exams, the aspirants can either be a citizen of India.

  • A Tibetan refugee who came to India before January 1, 1962 with the intention to permanent settles in India.
  • A subject of Nepal/ Bhutan.
  • A person who belongs to India and who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the purpose to settle permanently in India.

NOTE: Candidates who are from Nepal/ Bhutan or Tibetan refugees are not eligible to apply for Indian Foreign Service (IFS).

Age Limit for IAS Exams

The aspirant must be minimum 21 years and maximum 32 years of age as on August 1, 2020. This denotes that the candidate must have born in between August 2, 1988 and August 1, 1999.

Number of Attempts for the IAS Exam

All the IAS aspirants are allowed a maximum of six attempts in the IAS exam. However, it may be noted that the restriction of the number of attempts is not applicable for candidates belonging to SC/ST category. Also, candidates belonging to OBC and Persons with Benchmark Disabilities categories are allowed a maximum of nine attempts in the exam.

If a candidate appears in any one paper of the IAS Prelims Exam, then it is deemed that he has made an attempt in the IAS Exam.

Indian Forest Service Examination (IFS)

The Indian Forest Service (IFS) is one of the Civil Services Exam which is conducted by the Union Public Service Commission (UPSC). The purpose of this civil services exam is to recruit officers at the All India level by the Government of India for the scientific management of its forests. 

IFS are one of the three All India Services. This civil services exam is conducted to recruit into the forestry services of India. The other two Services are Indian Administrative Service (IAS) and Indian Police Service (IPS). Indian Forest Service (IFS) is one of the Civil Services of India which belongs to the top of All India Services group.

IFS services are conducted under a range of State cadres and joint cadres though they have the mandate to serve both under the State and Central Governments. The main mandate of IFS service is the execution of the National Forest Policy whose purpose is to ensure environmental stability and maintain ecological balance.

An IFS officer is totally independent of district administration and exercises administrative, judicial and financial powers in their own field. All the top positions in the state forest department are undertaken by an IFS officer.

IFS Exam Pattern and Syllabus

For Preliminary Exam

The Civil Services (Preliminary) Exam is a civil services exam which is an objective type paper. This paper acts as a screening test to choose the candidates for the Indian Forest Service (Main) Examination.

The preliminary exam encompasses two objective type papers, i.e., multiple-choice questions for a total of 400 marks.

Each paper will be of 200 marks and 2 hours duration each. Though, the blind candidates will be given an extra 20 minutes for each paper.

As this is the qualifying exam, the marks secured in this exam are not counted for deciding the final order of merit of a candidate if he/she qualifies for the main exam.

The medium of the question paper is in both English and Hindi. Though, Language Comprehension skills of Class X level will be examined through the passages from English Language only without any Hindi translation.

NOTE: There will be a negative marking for any incorrect answers. However, some of the questions where the negative marking is inbuilt in the form of different marks being awarded to the most appropriate and not so appropriate answer for such questions.

  1. Candidates will see four different choices for the answers to every question. For each wrong answer, 1/3rd of the marks fixed to that quested will be deducted.

  2. If a candidate choose more than 1 answer for a question, it will also lead to deduction of 1/3rd marks of that question.

  3. No negative marking is there for any unanswered questions.

NOTE: Candidates have to write the papers by themselves. No candidate, except the blind one, can take the help of a scribe to write the exam.

As there are common candidates for the Civil Services Examination and the Indian Forest Service Examination, separate lists will be prepared for the candidates who are eligible to appear in the Civil Service (Main) Examination and Indian Forest Service (Main) Examination, after the common Screening Test done through Civil Services (Preliminary) Examination. This classification is done based on the number of vacancies to be filled through the Civil Services Examination and the Indian Forest Service Examination.

For Mains Examination

The total marks of the Indian Forest Service (Main) Exam are 1700. 1400 marks for the written exam and 300 marks for the personality test.

Written Examination: The written exam encompasses 6 papers of the conventional essay type for a total of 1400 marks. The medium of the question paper is only English and the exam has to be written in only English. The duration of each six papers will be 3 hours. An extra 30 minutes per paper will be given to the blind candidates.

Candidates have to write the papers by themselves. No candidate, (except the blind ones) can take the help of a scribe to write the exam.

The UPSC has the authority to fix qualifying marks in any or all the papers of the examination. Marks will be deducted in case a candidate's handwriting is not clear or easy to understand. A plus point will be given for orderly, effective, and exact expression combined with due economy of words in all the subjects of the examination.

SI units are very important and should be used wherever required. Candidates have to use only international forms of Indian numerals (e.g. 1, 2, 3, 4, 5, 6, etc.) while answering the question papers.

Candidates will be allowed to use the Scientific (Non-programmable type) calculators at the conventional type examinations of UPSC. Programmable type calculators will not be allowed in the examination and the use of such calculators will be considered equal to resorting to the unfair means by the candidates. Taking calculators from others and interchanging them in the Examination Hall is not allowed.

Indian Police Service (IPS) Exam

The IPS exam is a civil services exam which is one of the three All India Services of the Indian Government. In the year 1948, IPS was formed. The controlling body of an IPS is the Ministry of Home Affairs. IPS exam is a civil services exam which is conducted every year. The conducting body of this civil services exam is Union Public Service Commission (UPSC).

Duties of an IPS Officer

  • The main duty of an IPS (Indian Police Service) officer is to safeguard public.
  • An IPS Officer serves for the state as well as central. The primary duty of an IPS officer is to maintain peace among public.
  • An IPS officer gives more importance to law and order. This is a collective responsibility of IPS and IAS officers (at the district level); detecting and minimising crime; and controlling of traffic, preventing drug, accident prevention, and management etc.
  • The main role of an IPS officer is to lead and command the Indian Intelligence Agencies such as Research and Analysis Wing (R&AW), Intelligence Bureau (IB), Central Bureau of Investigation (CBI), Criminal Investigation Department (CID) etc., Indian Federal Law Enforcement Agencies, Civil and Armed Police Forces in all the states and union territories.

IPS Exam Eligibility Criteria

To give the civil services exam and to become an IPS officer in India, all the aspirants must go through some eligibility criteria which is set by the UPSC.

  • Nationality – Must be a citizen of India.

  • Age Limit – Minimum age of the candidate should be 21 years and the maximum age varies depending on the category and benchmark physical disability

  • Minimum Educational Qualification – Candidate must be a Graduate from a recognised University.

  • Number of Attempts – 6 attempts is there for the General category. However, more than 6 attempts are there for the other categories.

  • Restriction on Applying – Officers already appointed as IAS or IFS are not eligible to give this civil services exam.

Indian Defence Accounts Service (IDAS)

IDAS is a civil services exam of group "A" gazetted central civil service of the government of India. IDAS is the oldest department under the government of India. 

The Ministry of Defence is the cadre controlling authority. 

The IDAS officer is in charge to maintain the complete accounts of the Defence Services. 

The IDAS officers manage the biggest budget allocation in the govt of India, i.e., the budget of the defence forces.

Duties of IDAS Officer

The main duty of an IDAS officer is to give financial advice, payment, and internal auditing and accounting functions for the Army, Air Force, Navy, Defence Research and Development Organisation (DRDO), Ordnance Factories, Canteen Stores Department, Border Road Organisation and other allied organisations.

IDAS Exam Pattern 2025

1. Preliminary Examination (400 Marks)

(This civil services exam is also called Civil Services Aptitude Test (CSAT). This civil services exam is common for all the applicants) 

  • The civil services exam of Prelims consists of two papers of 200 marks each.
  • Both the question papers of this civil services exam are of the objective type (multiple choice questions) of two hours each.
  • The question papers of this civil services exam will be set in both Hindi and English. However, the questions related to English Language Comprehension skills will be asked only in English. 
  • Blind candidates will be given an extra 20 minutes of time for each paper.

2. Main Examination (2025 Marks)

  • The aspirants who qualify for the Preliminary exam will be called for the Main exam and on the basis of marks secured in the Main exam, they will be called for the Interview.
  • The total marks of the Main exam and Interview will be added to make the final result.

CAPF – AC Central Armed Police Forces (CAPF)

CAPF is a civil services exam and referred to the uniform nomenclature of seven security forces in India under the authority of the Ministry of Home Affairs. CAPF officers are the Assam Rifles (AR), Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), National Security Guard (NSG), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB).

Recruitment of CAPF Officer is done in 3 modes.

  • Gazetted Officers: All the CAPF officers are recruited through the Central Armed Police Forces (Assistant Commandants) Examination. This CAPF exam is conducted by UPSC.
  • Subordinate Officers: Sub Inspectors are recruited through the civil services exam which is conducted by the Staff Selection Commission and they are referred to as DASOs (Directly Appointed Subordinate Officers).
  • Constables: Constables are recruited through the civil services exam conducted by the Staff Selection Commission.
